The state government under the leadership of Chief Minister Vijaybhai Rupani has taken a historic decision to increase arable land. Announcing the Chief Minister's Horticulture Development Mission, Chief Minister Vijaybhai Rupani said that Vijaybhai Rupani has taken another concrete step towards doubling the income of farmers by giving more impetus to the cultivation of horticultural as well as medicinal crops in the state.
Government lands will be leased for a period of 30 years for the cultivation of horticultural and medicinal crops. No rent-lease will be taken for the first five years for leased land. Approximately 50,000 acres of non-cultivable land will be made cultivable in the entire state. Horticultural-medicinal crop production will increase. The list of land blocks for allotment of land in a transparent manner will be made public on the i-farmer portal. Leaseholders for the project will be given priority assistance as per the existing standards for the modern technological drip-sprinkler-fountain system.
Chief Minister Vijaybhai Rupani has announced the 'Mukhyamantri Horticulture Development Mission' as a landmark decision to increase the arable land of the state with a comprehensive result oriented plan to expand the cultivation of horticultural as well as medicinal crops from the comprehensive development of agriculture and horticulture sector. The Chief Minister's Horticulture Development Mission is aimed at generating more income from the cultivation of horticultural and medicinal crops by allotting government arable lands in various districts of the state on long-term leases and increasing the export-export ratio and creating new employment opportunities.
Announcing the mission, Chief Minister Vijaybhai Rupani further said that agricultural development is a challenge in the state due to arid and semi-arid as well as saline coastal areas. However, with its unique ability to turn disaster into opportunity, the government has kept Gujarat at the forefront of the country's agricultural growth rate with dimensions like Krishi Mahotsav, Soil Held Card, Water Conservation Campaign, Drip Irrigation, Seven Steps Farmers Welfare, Kisan Suryodaya Yojana Mukhyamantri Pak Sangraha Yojana He said that out of 14 lakh hectares of land in the state, 50 percent i.e. 3 lakh hectares of land is under cultivation and there is ample potential for cultivation of horticultural and medicinal crops in fallow and non-fertile lands.
In Gujarat, in the year 2016-20, with the planting of fruit crops in 3.8 lakh hectares and the production of 32.31 lakh metric tons, it has contributed as much as 8.20% to the total production of fruits and vegetables in the country. The Chief Minister added that the total cultivation of crops in Gujarat is gradually increasing by about 20,000 hectares. Especially areas of North Gujarat and Kutch have emerged as hubs of crops like pomegranate, guava, kharek, papaya. As a result of the state government's promotion of agricultural technology, irrigation facilities and farmer-friendly policies, even arid, semi-arid or saline areas have become greener with agricultural production, he added.
Chief Minister Vijaybhai Rupani particularly mentioned that as a result of the success of the scheme of providing irrigation water especially in the districts like Kutch, Banaskantha, Patan, Sabarkantha, and Surendranagar, the non-fertile lands of these areas have also been converted into orchards with the use of modern technology. He said that now the state government has taken the initiative of this CM Horticulture Development Mission to regenerate the non-fertile barren-barren government lands in these districts with the help of state-of-the-art technology through horticultural medicinal crop enrichment and double the income of farmers.
The first phase of the CM Horticulture Development Mission will be implemented in five districts of the state - Kutch, Surendranagar, Patan, Banaskantha, and Sabarkantha, he said. Chief Minister Vijaybhai Rupani outlined the purpose and objectives of the mission as well as the role of incentives. C. Faldu as well as Minister of State Jaydrath Singhji gave in the presence of Parmar. The Chief Minister said that under this mission, out of the non-fertile government fallow land in the state for horticultural and medicinal crops, approximately 20,000 hectares of land determined by the state government and survey number would be allotted on a 30-year lease for such cultivation only.
As a result, proper use of non-fertile government fallow lands will be encouraged to increase the cultivation of fruits, vegetables, spices, and medicinal crops. Not only that, Gujarat's contribution to the country's GDP will be at the forefront as new employment opportunities arise by increasing the state's agricultural production and income. Chief Minister Vijaybhai Rupani also assured that the entire process of selection, allotment as well as the time limit of a lease, annual lease rent and security deposit at nominal rate would be carried out in a transparent manner as per the Horticulture Development Mission announced by the Chief Minister.
How can you take land ...
* Non-cultivable non-fertile government lands can be allotted to progressive farmers, competent persons, institutions, companies, or partnership firms under this scheme.
* For this, the area of land per project will be from 15 acres to 1000 acres (50 hectares to 200 hectares). An estimated 50,000 acres of such land will be allotted across the state on a 30-year lease.
* The five districts which have been included in the first phase of CM Horticulture Development Mission, the district level committee under the chairmanship of the district collector will identify the block-survey numbers of the land allotted among the non-fertile government lands available in the districts and prepare a selection list at the district level.
* Based on this selection list, the Department of Agriculture, Farmer Welfare and Co-operation in consultation with the Revenue Department will publish the list of land on the i-farmer portal.
* The applicant will be able to apply on the i-farmer portal with his own land-use plan to get the land leased out of the lands/survey number lands already decided in the list in which he wants to cultivate horticultural or medicinal crops.
* The proposal received online from the applicant will be technically examined by the State Technical Committee and sent to the State High Level Committee (High Power Committee) for the recommendation.
* The High Level Committee (High Power Committee) headed by the Chief Minister will examine the proposal and recommend the lease of land.
* The lease term of such leased land will be a maximum of 30 years. However, with the mutual consent of the leaseholder and the government, the government may consider extending the lease for a longer period once the lease is completed.
* If the lessee wants to return the land before the expiry of the lease, the land can be returned to the government.
* In any case of return of land before the expiry of the lease period, no compensation can be demanded from the government and no compensation will be available.
* The security deposit of the land for lease and the annual lease rate have been kept at a nominal rate in which no basic rent will be charged for the first 3 years for the leased land.

* Rs. Per acre per year for 21 to 30 years. There will be 200 basic rent.

Giving details of other assistance provided by the state government, the Chief Minister said that the project would provide only one-time assistance in top priority up to 50% of the cost to be received as per prevailing norms (fixed rate of GGRC) for drip irrigation system with the modern technology of micro-irrigation...
* Agricultural electricity connection will be given to the lessee in the top priority. For this, the rates and rules will be applied considering the agricultural connection.
* If agricultural connectivity facilities are not available, as an alternative, the leaseholder will be entitled to a one-time subsidy of 5% of the current rate for installing solar panels (excluding motors and pump sets) as required for self-use. For large blocks, this assistance will be available on Proreta Base.
* Solar panel/windmill can be installed for self-use only. In which excess electricity cannot be sold.
* Conversion tax on leased land will be exempted.
* Non-farmer lessee will not get farmer status.
* Only the lessee who has been allotted the land will have to use it. Land cannot be given for sublease or other uses.
* Land Deemed N.A. for the purpose of ancillary activity for the product produced in the leased land. Done. But the construction plan will have to be approved and used by the competent authority and will have to be reported to the concerned collector as well as such lands will be subject to assessment (non-agricultural tax and other taxes).
* Raw approach road will be opened by the government if required to reach the leased land. For this, after getting the recommendation of the district-level committee, a proposal has to be made for the approval of the competent authority.
* A seven-member district-level land selection committee will be formed under the chairmanship of the concerned district collector.
* This committee has prepared a list of block/survey numbers of land which can be used for cultivation of horticultural and medicinal crops among the "non-fertile government lands" at the district level which are not in use or other use of the land of the selected block/survey number. The list will be sent to the Department of Agriculture, Farmer Welfare and Co-operation for approval to be declared for allotment after confirmation.
* The applications received will be scrutinized by a seven-member technical committee chaired by the Agriculture Secretary.
* Then on the basis of the proposal and recommendations of this technical committee, the final decision to allow such land on a lease will be taken by the 8 members high power committee formed under the chairmanship of the Chief Minister. The committee will have the Deputy Chief Minister as well as Ministers of Agriculture, Revenue, Minister of State for Agriculture, Chief Secretary and Additional Chief Secretaries of Revenue and Finance as members, and Secretary of Agriculture as Member Secretary.
* Under the policy of allotment of land on long term lease for the cultivation of horticultural as well as medicinal crops, the Director of Horticulture will be the implementation nodal officer.
