રાષ્ટ્રપતિ શબ્દનો ઇતિહાસ

રાષ્ટ્રપતિને અંગ્રેજીમાં પ્રેસિડેન્ટ કહે છે. આ શબ્દનો ઉપયોગ સૌપ્રથમ અમેરિકામાં લોકશાહી દેશના શાસક માટે થયો હતો. જ્યોર્જ વોશિંગ્ટનને પ્રથમ વખત રાષ્ટ્રપતિ તરીકે બોલાવવામાં આવ્યા હતા. આ શબ્દ ફ્રેન્ચ અને લેટિન શબ્દોના મિશ્રણથી બનેલો છે.

જુલાઈ 1947માં રાષ્ટ્રપતિ શબ્દને બદલે 'રાષ્ટ્રનેતા' અથવા 'રાષ્ટ્રકર્ણધાર' જેવા શબ્દો રાષ્ટ્રપતિના હિન્દી સંસ્કરણ તરીકે સૂચવવામાં આવ્યા હતા. જોકે, આ અંગે સહમતિ બની શકી નથી. આ મામલો એક સમિતિને સોંપવામાં આવ્યો હતો. બાદમાં નિર્ણય લેવામાં આવ્યો કે ભારતના રાષ્ટ્રપતિ માટે હિન્દીમાં માત્ર રાષ્ટ્રપતિ શબ્દનો ઉપયોગ કરવામાં આવશે.

ડિસેમ્બર 1948માં ફરી ચર્ચા શરૂ થઈ. પછી ડૉ. ભીમરાવ આંબેડકરે આ માટે ઘણી ભાષાઓના શબ્દો ઉમેરીને બંધારણના મુસદ્દામાં 'A President of Hind' રાખવાનું સૂચન કર્યું. અંગ્રેજીના ડ્રાફ્ટમાં તેને રાષ્ટ્રપતિ તરીકે રાખવામાં આવ્યો હતો અને હિન્દીના ડ્રાફ્ટમાં તેને 'A President of Hind' તરીકે નિયુક્ત કરવામાં આવ્યો હતો. જ્યાં દેશ માટે હિંદનો ઉપયોગ થતો હતો અને દેશના ટોચના પદ માટે રાષ્ટ્રપતિનો ઉપયોગ થતો હતો. જોકે, જ્યારે આ અંગે પણ કોઈ સમજૂતી ન થઈ ત્યારે હિન્દીના ડ્રાફ્ટમાં 'પ્રધાન' અને ઉર્દૂના ડ્રાફ્ટમાં 'સરદાર' લખવામાં આવ્યું હતું.

બંધારણ સભાના સભ્ય કે.ટી.શાહે પણ આ મુદ્દો ઉઠાવ્યો હતો. તેમણે રાષ્ટ્રપતિ માટે 'ચીફ એક્ઝિક્યુટિવ' અને 'રાષ્ટ્રના વડા' શબ્દોનો ઉપયોગ કરવાનું સૂચન કર્યું. આ અંગે સહમતિ બની શકી નથી. અંતે પં. જવાહરલાલ નેહરુએ અંગ્રેજીમાં 'પ્રેસિડેન્ટ' અને હિન્દીમાં 'રાષ્ટ્રપતિ' શબ્દની મહોર મારી.

History of the term President

President is called President in English. The term was first used in America for the ruler of a democratic country. George Washington was first called to be President. The word is a combination of French and Latin words.

It has two meanings - Presiding, i.e. the highest person conducting or commanding a meeting or such event. According to 'Collins' dictionary, the term President refers to the highest political position in the context of a country.

Like America, where democracy started in the world, the person sitting at the highest position in the country came to be known as the President. Even after the adoption of a democratic system in Britain, the King and Queen were symbolically considered at the top, so the democratically elected effective head of state there is called the Prime Minister.

This system usually operates in countries that were once under the British Raj. Therefore, Commonwealth countries that do not have the Queen as their constitutional head have a President at the top. The Prime Minister is the head of the cabinet and runs the country. In India also, the head of state is the President, while the head of the cabinet is the Prime Minister.

Before independence, the word 'President' was discussed in the Constituent Assembly. Even then it was said that President is fine in English, but the word Rashtrapati would not be appropriate in Hindi. Concerns were also expressed as to what would be said to a woman if she were to hold the position?

In July 1947, instead of the word Rashtrapati, words like 'Rashtraneta' or 'Rashtra Karndhar' were suggested as Hindi versions of Rashtrapati. However, no consensus could be reached on this. The matter was referred to a committee. Later it was decided that only the word Rashtrapati would be used in Hindi for the President of India.

Discussions resumed in December 1948. Then Dr. Bhimrao Ambedkar suggested to keep 'A President of Hind' in the draft constitution by adding words of many languages ​​for this. In the English draft he was named as President and in the Hindi draft he was designated as 'A President of Hind'. Where Hindi was used for the country and President was used for the top post of the country. However, when there was no agreement on this too, 'Pradhan' was written in the Hindi draft and 'Sardar' in the Urdu draft.

KT Shah, a member of the Constituent Assembly, also raised this issue. He suggested using the terms 'Chief Executive' and 'Head of the Nation' for the President. There was no consensus on this. Finally Pt. Jawaharlal Nehru coined the word 'President' in English and 'Rashtrapati' in Hindi.
